The National Savings Act was enacted in 1940 to encourage New Zealanders to save. The concept of national savings had its origins in Victorian times in the UK when Lord Palmerston's government established the Post Office Savings Bank in 1861. The idea was to introduce a simple savings scheme for ordinary wage earners to "provide for themselves against adversity and ill health." This scheme also allowed the government to borrow money to put towards public spending. Ref: Black Country Bugle (UK).
